Now that the 2026 legislative session has come to a close, we are proud to report a significant win for manufactured housing residents across Minnesota. Despite operating in a non-budget year with limited resources, the Legislature approved a bipartisan housing package that includes $4 million for the Manufactured Home Community Redevelopment (MHCR) Program. These funds will help preserve critical infrastructure in manufactured home communities and ensure that some of Minnesota’s most affordable homeownership opportunities remain safe and viable for years to come. This investment was secured as the result of sustained advocacy by CoNorth, our resident leaders, and legislative champions who recognized that manufactured housing must be part of any serious conversation about housing affordability.

This session also marked an important milestone in our effort to modernize Minnesota’s Cooperative Housing Act. CoNorth led the development of a comprehensive rewrite of Chapter 308C, working alongside cooperative housing experts and legal counsel to create a stronger, more functional statute for future cooperative housing development. While the legislation did not advance this year due to timing and procedural constraints, we successfully obtained an informational hearing in the Senate Judiciary Committee and have begun the formal review process with the Minnesota State Bar Association. These steps position the legislation well for a strong push in the 2027 legislative session.
At the same time, we continued elevating manufactured housing issues at the Capitol through committee hearings, resident testimony, and ongoing conversations with policymakers. From infrastructure preservation to resident ownership and protections against speculative investment, legislators are increasingly recognizing manufactured housing as a critical component of Minnesota’s affordable housing system. The relationships and momentum built this year will be invaluable as we continue advancing our policy priorities.
Looking ahead, our next major initiative is manufactured housing titling reform. This effort seeks to remove barriers that prevent many manufactured homeowners from accessing conventional mortgage financing and building wealth through homeownership. We have already begun working with key stakeholders to prepare legislation for introduction in 2027. Combined with our continued work on 308C, titling reform represents an opportunity to create lasting, systems-level change that expands affordable homeownership opportunities for generations to come.
