A New Neighborhood Is Coming to Saint Peter

CoNorth and the City of Saint Peter are working together to create a new neighborhood along Klein Street with approximately 60 high-quality, facility-built homes.

The neighborhood is being designed as a welcoming part of Saint Peter, with public streets and utilities, sidewalks, green space, a neighborhood park, clubhouse/storm shelter, and connections to nearby trails.

Most importantly, it will create something Saint Peter needs: more attainable opportunities to own a home and put down roots in the community.

Meeting Saint Peter’s Housing Needs

Saint Peter's 2024 Housing Study identified a need for 110–120 additional owner-occupied homes over five years, including more affordable and entry-level homeownership opportunities. This neighborhood will help meet that need with new homes projected to range from approximately $115,000 to $300,000, depending on home size and features.

The neighborhood is designed to serve people at different stages of life—from people who work at Saint Peter's schools, health care facilities, college, and local businesses to seniors looking for an attainable place to retire while remaining part of the Saint Peter community. Homes will feature single-level living, with accessible entry options available.

Designed to Be Part of Saint Peter

This is being planned as a new Saint Peter neighborhood, with thoughtful design and amenities that help make it walkable and connect it with the surrounding community.

Plans include:

  • A neighborhood park and clubhouse/storm shelter
  • Public streets, water, sewer, stormwater and electric infrastructure
  • Sidewalks and connections to nearby trails and Gault Park
  • Street lighting, off-street parking and two-car driveways
  • Front porches, thoughtful landscaping, and attractive streetscapes
  • Garages and other storage options

High-Quality Homes, Built Differently

Most homes will be facility-built, meaning they are constructed indoors in a controlled environment before being transported to their permanent foundations.

These are very different from the mobile homes many people remember from decades ago. Modern facility-built homes are built to federal standards covering construction quality, structural integrity, fire safety, electrical systems, plumbing and energy efficiency.

The Saint Peter homes will also be installed on engineered permanent foundations designed for long-term stability and Minnesota's climate.

Facility construction helps us provide new, high-quality homes at prices that can be more attainable than many traditionally constructed new homes. Off site construction uses materials more efficiently with lower waste. The homes will have electric dryers, stoves, and water heaters for increased energy savings.

A Neighborhood Its Residents Will Own

  • Homeowners will own their individual homes and collectively own the land and common spaces through a cooperative association. 
  • Residents will elect a board and have a voice and vote in decisions about their neighborhood.
  • CoNorth will provide ongoing support with budgeting, planning, leadership and operational advising. Homes will be owner-occupied rather than purchased by outside investors as rental properties.

The cooperative structure is designed to help keep the neighborhood affordable to working families over the long term while allowing individual homeowners to build equity in their homes.

Project Updates

  • In August 2026, the Saint Peter City Council approved a development agreement with CoNorth, allowing design, engineering, financing and development work to move forward.
